It is a classic strategy to act tough so that the populace is brought into line with the desired behaviors that fit the motives of the authoritative regime. Unfortunately, those on the front line have no choice but to follow orders from above regardless of their own true values and beliefs. Those who seek to portray a tough image do so in an effort to hide their deep-seated fears of displaying their true vulnerabilities.
