It usually happens after a series of bad outcomes when coming up against an administrative regime that is specifically designed to put a stick on the spokes of those who need it the most. At first, we can chalk it up as inefficient public sector management, but after a while, we realize that it is intentional. When the system is set up to provide constant obstacles, the solution is to stand up and smash the entire system to the ground.
